The ICRC and the Federation have always worked closely with the National Society in every emergency. But, for the first time, Seville has explicitly accepted national companies in an operational agreement. Psychologically, this was important because it helped to find a better balance between the different roles and to encourage participants to recognize the abilities of others. In the opinion of some leaders of the National Society and the President of the Federation, the practical involvement of companies in operations under the seville agreement should be further emphasized. Exchange agreements – defence compensation agreements are legal business practices in the aerospace and military industry. These business practices do not require state regulations, but since buyers are generally military detachments of sovereign nations… Wikipedia 1.4 Nothing in this agreement should be construed as limiting or affecting the specific role and competences of each component, in accordance with the Geneva Conventions and their additional protocols, as well as the statutes of the movement. 3.2. The experience of recent operations shows the enormous value of pre-agreed soft forces between the Host National Society, the ICRC and the Federation.
The process of negotiating these softs allows for stronger working relationships between parties who are more familiar with each other`s capabilities, systems and instruments. Soft can be seen as precautionary measures that anticipate modified roles and responsibilities in emergency situations. At the Council of Delegates in Seoul in 2005, the Seville Agreement was strengthened by the adoption of a series of „additional measures“. These complementary measures were used to strengthen the Seville agreement. The measures include measures to clarify the respective role of the „pen agency“ and the national host society: the Seville agreement provided a framework for better cooperation, but could not guarantee it. The actual experience of the activity is mixed. In Sierra Leone, there have been „recurrent deformies in organizing a solution acceptable for the organization of the movement`s international work,“ as noted in the 1999 report to the Council of Delegates. 5.8.1 In order to maintain a coherent approach that preserves the unity and independence of the movement, a national society wishing to conclude a cooperation agreement with a special UN agency keeps the Federation and/or ICRC informed. 5.6. The transition process of a leading agency, which assumes the role of host society that assumes the role, should be formalized in a Memorandum of Understanding for Development Cooperation (MOUDC) as a framework for capacity building assistance. 8.1 The coherence of the actions of the movement`s components depends on cooperation and coordination between them in the implementation of emergency measures in general or in some cases, as well as in all other areas of activity.
In particular, it has tasked the ICRC with serving as a leader in protecting those held hostage in armed conflicts or internal conflicts, as well as in dealing with the „immediate effects“ of refugees or natural disasters during armed conflicts. The Federation takes the lead when armed conflicts move towards „reconstruction and rehabilitation,“ including refugees in non-belligerent countries. Even national societies can, in some situations, become a leading agency if the ICRC and the Federation make a voice.  5.6.2 Mutual emergency assistance agreements for natural or technological disasters between neighbouring national companies and bilateral or multilateral development agreements between national societies are notified to the Federation in advance.
